Rear Admiral James Parkin CB CBE is a retired warfare officer in the Royal Navy (1997-2025). He was Director Develop and Controller of the Navy from 2021 to 2025, in which capacity he developed and designed the Hybrid Navy and founded the Disruptive Capabilities and Technologies Office. He has commanded ships, task groups and multinational formations worldwide, including the frigate HMS Montrose, the Fleet Flagship HMS Bulwark, and the Joint Expeditionary Force (JEF) maritime task group. He is now the Chief Executive of the strategic defence consultancy Ardsheal Partners, and the Founding Partner of Thorium Capital.
